A Conjecture About Nonvanishing of Twists

We state a conjecture about nonvanishing at $ 1$ of certain prime-degree twists of the $ L$-function attached to an elliptic curve, provide extensive computational evidence for the conjecture, and give an example which suggests that vanishing twists are very rare.
